# Data Value Creation Enablers

This area covers the capabilities through which shared data becomes usable value in the GDDS. They form a pipeline: offerings are first described in a standardised, machine-readable way (Data, Services, and Offerings Descriptions); described offerings are then published and made findable through the Catalogue (Publication and Discovery); and services that build on discovered data are provided and governed as Value Creation Services. The governance rules for the catalogue and registries reside in Data Sovereignty & Technical Governance (subsection 4, Registry and discovery governance); the subsections below specify the technical capabilities and the components implemented by Working Group 3.
