# Conformity Framework & Governance Enforcement

This section defines the mechanisms that the participant lifecycle relies upon. Where Trust & Participation Governance sets out the lifecycle as a continuous narrative, the Conformity Framework defines how conformity is established, monitored, and enforced at each stage — so the two sections are read together, not in isolation.&#x20;

Its purpose is to ensure that participants, services, and technical components operating within the GDDS comply with the governance rules, technical standards, and regulatory obligations defined in this Rulebook, and to provide a proportionate, transparent response when they do not. Together, these mechanisms maintain a high level of trust, security, and interoperability across the ecosystem while remaining aligned with applicable European regulations and recognised technical standards.&#x20;

The section is organised into three parts, each serving a defined point in the lifecycle:&#x20;

1. Certification & Conformity — how a participant's conformity is established before and during participation (serving the eligibility, admission, and ongoing validity points of the lifecycle).&#x20;
2. Compliance Monitoring & Governance Enforcement — how continued conformity is verified and how breaches are addressed (Stage 4 of the lifecycle).&#x20;
3. Suspension, Revocation & Voluntary Withdrawal — how participation ends, whether through enforcement or at the participant's own initiative (Stage 5 of the lifecycle).&#x20;
