# 3. Data provenance and traceability

## Rule&#x20;

Participants engaged in data exchange are subject to provenance and traceability obligations supporting trust, accountability, and regulatory compliance. These apply both to the lineage of data (its origin, collection methods, processing steps, and responsible actors) and to its downstream use (how it is accessed, shared, combined, or transformed after publication).&#x20;

## Procedure&#x20;

Provenance and traceability data generated during exchange is subject to the same sovereignty, access control, and policy enforcement rules as primary data; it is not automatically public. Participants must apply clear purpose limitation and proportionality when defining and exposing provenance records.&#x20;

## Responsible body&#x20;

DSGA is responsible for generating and maintaining provenance and traceability records upon request. Governance bodies are responsible for ensuring that the provenance and traceability models used within the GDDS are discoverable, consistently referenced, and aligned with cross-domain interoperability requirements where necessary.
