# 4. Registry and discovery governance

## Rule

The GDDS relies on shared registry and discovery services, including the Participant Registry, the catalogue, and associated trust registries, so that participants can be verified, and data products can be found. These services are governed assets: what they record, who may read or write to them, and how their entries are kept accurate and current are matters of GDDS governance, not the discretion of any single participant.

## Procedure (to be developed)

This subsection will set out the governance rules for registry content and accuracy, the access and visibility rules for discovery (including a participant's right to control the visibility of its own presence in the data space), and the relationship between the GDDS catalogue and the underlying federated catalogue. The technical implementation of the registries and catalogue is described in the Operational Framework (see [Catalogue and Data Brokerage Services](/operational-frameworks/intermediaries-and-operators/catalogue-and-data-brokerage-services.md)) and the [Technical Framework](/13-data-value-creation-enablers/publication-and-discovery.md).

The trust registries governed here are, as identified by Working Group 3 as well, the Participant Registry (which records participant identity, acceptance of the Rulebook, assigned roles, and participation status, and the Authorisation Registry, which records and evaluates delegation evidence at exchange). Both are certified roles, and their conformity is assessed under the Conformity Framework & Governance Enforcement. Discovery is provided through the GDDS catalogue, which synchronises with the underlying federated catalogue. The components and their interactions are described in the Operational Framework (see Intermediaries and Operators) and the Technical Framework; their trust-intermediary function is set out in D3.1. The governance rules for registry content, accuracy, and visibility remain to be completed as noted below.

*Note (content gap — to be developed): (a) governance rules for registry entries — what is recorded, update and accuracy obligations, and status management; (b) visibility and discovery rules, including a participant's ability to control the visibility of its own presence and a Data Provider's ability to notify consumers of resource updates and revocations; (c) the governance boundary between the GDDS-level catalogue and the federated catalogue; and (d) which body owns registry governance versus technical operation. Owner: WP4, with WP3, WP5 for alignment.*
