# Stages 4 and 5 — Monitoring, suspension, revocation, and withdrawal

The lifecycle does not end at onboarding. Two further stages complete it:

* Stage 4 — Compliance monitoring confirms that participants continue to meet their obligations throughout their participation, covering continued adherence to the Rulebook and signed agreements, applicable technical and security requirements and certification validity, and conduct within data transactions consistent with Data Providers' usage policies.
* Stage 5 — Suspension, revocation, or voluntary withdrawal governs the controlled end of participation — whether involuntarily, as the proportionate outcome of enforcement, or voluntarily, at the participant's own initiative or through a downgrade from Certified to Adhering status.

Because both stages rely on mechanisms that are defined once and reused, conformity assessment, the monitoring regime, the graduated enforcement ladder, the right to be heard, and the suspension and withdrawal procedures, they are set out in full under [Conformity Framework & Governance Enforcement](/governnace-frameworks/gdds-rulebook/conformity-framework-and-governance-enforcement.md) rather than restated here. The trust conditions established at identification, admission, and onboarding are precisely what these stages monitor and, where necessary, enforce, closing the lifecycle that this section opens.
